Billings Metropolitan Planning Organization 2023 Long Range Transportation Plan Update 

The Billings Metropolitan Planning Organization (MPO) is in the process of updating the 2023 Long Range Transportation Plan (LRTP) to meet findings out of the 2023 Federal Highway Administration, Federal Transit Administration and the Montana Department of Transportation MPO Operations Review. The update includes:

1.    Financial Plan and Project List Update – The LRTP’s financial plan and project list will be updated to ensure compliance with federal fiscal constraint requirements.

2.    Metropolitan Planning Boundary Review – The MPO will review and adjust the metropolitan planning boundary to align with the Billings Urban Area update based on the 2020 Decennial Census. 

The LRTP guides the investment of federal transportation funds within the Billings Urban Area over a 20+ year planning horizon. Ensuring fiscal constraint and maintaining an accurate metropolitan planning boundary are key components of federal compliance and regional coordination.


On October 22, 205, the MPO and Kittelson & Associates hosted a public webinar to present the updates associated with the LRTP and the amended MPO Planning Boundary. That webinar was recorded and can be downloaded here. Check your download for the webinar after clicking the link.
