   A separate form must be completed for each incident.

   The Human Relations Commission (HRC) shall, “Review, study and assist with complaints, problems, and specific situation arising between groups or individuals which result in tension, discrimination, or prejudice in the city. The HRD does not investigate claims but makes recommendations in the form of advocacy, education and guidance to the Mayor, City Administrator and City Council. If the incident you are reporting is a criminal matter, then the HRC will forward it to the Billings Police Department. If the incident you are reporting involves discrimination, then please contact the Human Rights Bureau.
