The Mayor and City Council have been invited to attend the Phillips 66 Citizen Advisory Council Meeting, Tuesday, December 11th from 5-7 PM, at the Phillips 66 Learning Center, 415, South 24th Street, Billings, Montana. In the event a quorum of the Council is present, no City business decisions will be made.
