Consolidated Plan & Annual Action Plan
City staff submits a Consolidated Plan every five years and subsequent Annual Action Plans each spring to HUD for approval. Plans are developed with public comment and input to garner feedback on proposed activities to meet identified needs. The Consolidated Plan and FY25-26 Annual Action Plan were available for public review and comment from March 14 through April 14, 2025.

Development Timeline
- December 6, 2024: CDBG and HOME application and guidebook available online
- January 17, 2025: Application deadline
- February 4, 2025: Public Hearing to garner public comments on local housing and community development needs, consolidated plan, and applications submitted to fund proposed projects and activities the FY2025-2026 Annual Action Plan. The hearing will be held during the Community Development Board meeting, 3:00pm, City Hall, 316 North 26th Street.
- March 15 through April 14, 2025: Public comment period.
- March 17, 2025: City Council Work Session - plan will be updated after this meeting to include goals and strategies
- April 14, 2025: City Council Public Hearing
- April 28, 2025: City Council Final Action

- FY2021-2022 Amended Annual Action Plan: In response to the COVID-19 variant surge, the City of Billings amended the Annual Action Plan to allow utilization of available CDBG funds to prevent, prepare for, and respond to the coronavirus; and the plan was amended in March 2023 to include the HOME-ARP Allocation Plan.

- Amendment to FY2023-2024 Annual Action Plan: The City of Billings has prioritized crime prevention activities, and the Community Development Division needs to meet Community Development Block Grant (CDBG) timeliness goals to comply with federal regulations. Crime Prevention Through Environmental Design (CPTED) indicates the design of buildings, landscaping and outdoor environments can discourage crime. The City’s proposed amendment was available on the City’s website at www.BillingsMT.gov/ConPlan on Friday, August 11, 2023, and was open for public comment from Saturday, August 12 through Monday, September 11, 2023. The amended plan was revised, as required, and submitted to the U.S. Department of Housing and Urban Development.
- FY2024-2025 Annual Action Plan
- A substantial amendment to the City's FY24-25 Annual Action Plan was open for public comment from November 29, 2024, to January 6, 2025. The purpose of the amendment was to notify the public of anticipated program income resources that may be received during the program year and entitlement funds from prior fiscal years that may be allocated. A public hearing was held at the Community Development Board meeting, 3:00pm on January 7, 2025, Billings Public Library, large conference room, 510 North Broadway, Billings, MT.
