PARKING TICKET INFORMATION
OVERVIEW
ARTICLE 24-400. - STOPPING, STANDING, AND PARKING
Sec. 24-400. - Owner's absolute liability for violations.

Any person who receives a citation of violation of this article shall respond to such citation as provided herein within twelve (12) calendar days of the date of the issuance of the citation, by either paying the penalty set forth in the citation, or requesting an administrative appeal pursuant to subsection D of this section. If the registered owner fails within twelve (12) calendar days to either pay the penalty or to request an administrative appeal, said failure shall result in the assessment of an administrative fee ($20) as established by resolution which shall be in addition to the penalty. If the appeal is denied, the registered owner shall have twelve (12) calendar days from the date of the denial to pay the penalty. If the registered owner fails within twelve (12) calendar days from the date of the denial to pay the penalty, said failure shall result in the assessment of an administrative fee ($20) as established by resolution which shall be in addition to the penalty.
The registered owner of a vehicle at the time the violation occurred shall be liable for all fines, fees, and penalties related to the specific violation.
The registered owner at the time a vehicle is found to be in violation of any provisions of this article shall remain liable for all violations despite having subsequently sold, transferred, or otherwise conveyed the vehicle.
PARKING TICKET VIOLATION FINE TABLE

The downtown parking area has an escalating fine when a vehicle is in violation of either a "posted sign" or "metered" violation because of the timed parking regulations. The purpose behind timed parking is to increase vehicle turnover for the downtown businesses and support economic development.FINES FOR METERED AND TIMED POSTED SIGNED PARKING
- First ticket - $10
- Second ticket - $20
- Third ticket - $40
- Fourth and subsequent tickets - $50
Imposition of the maximum fine for fourth and subsequent violations of any of these sections will continue in effect until no fewer than 365 consecutive days have passed without a violation by the person. Any violation by the person of any of these sections beyond that 365-day period will be fined as a first violation and restart the escalation of fines for subsequent violations until an additional 365 days have passed without a violation by that person.
HOW TO PAY A PARKING TICKET
Below are options on how to pay a city issued parking ticket:
Paying by mail - Please mail your parking ticket with either a check or a money order to the following address:

We also have a drop box on 3rd Ave N between Broadway and 27th St by the alley for 24-hour use.
Paying in Person - Please go to the Parking Division, located at 316 N 26th Street on the Second Floor, or you can pay at the Finance Department located on the First Floor. Please bring your parking ticket or license plate number with you. You may use credit card, check, cash, or money order at City Hall. American Express is not accepted.
Paying Online or Over The Phone - Pay Your Parking Ticket Online You do not need to create a login to pay a parking ticket online. Search by ticket number or license plate and add the ticket (s) to the cart. Then select the cart option at the top of the screen to pay. American Express is not accepted. Make sure the system processes the payment and directs back to the payment page in order for the payment to be properly assessed to the ticket.
Payments made over the phone can be processed by calling our office (406) 657-8412. American Express is not accepted.
HOW TO CONTEST A CITY ISSUED PARKING TICKET
WE MUST RECEIVE THE CONTEST FORM NO MORE THAN TWELVE (12) CALENDAR DAYS AFTER THE TICKET HAS BEEN ISSUED FOR THE CONTEST TO BE VALID. Please allow the Parking Division 20 days to review and research your complaint. We will either contact you by a letter, email, or a phone call with our decision. Below are options on how to receive and submit the contest form.
Contesting Online - Contest A Parking Ticket - To contest a parking ticket online, use the hyperlink and log into the system. If you have never contested a ticket online, please create a new login. From there you will be able to look up your ticket via ticket number or license plate. If the ticket is handwritten it might not be in the system right away as these have to be entered manually. You will need to use the other contest options below.
Contesting in person - Go to our main office located at 316 N 26th St, and request a Parking Ticket Complaint Form.
Contesting by mail - Contact the Parking Division's main office at, (406) 657-8412, and request a Parking Ticket Complaint Form be mailed to you.
