Fair Housing Publications

The City of Billings continually works to affirmatively further fair housing by continuing to support fair housing activities and facilitating grant writing activities to support fair housing education. The following publications have been developed to support fair housing education efforts in the Billings community.

Billings Fair Housing Brochure - An overall fair housing educational brochure developed by the City of Billings.
Service, Therapy, and Companion Animals - This guide was developed by AmeriCorps VISTA member, John Forest, to educate community members about varying assistance animal designations and associated rights / regulations.
Recovery Brochure - People in recovery from addiction are considered disabled and are, therefore, protected by the Fair Housing Act. This brochure was developed by Rimrock Foundation.
Positive Housing Brochure - People living with HIV/AIDS are considered disabled, and are, therefore, protected by the Fair Housing Act. This brochure was developed by the Yellowstone AIDS Project.
Fair Housing Brochure - Information specific to fair housing issues for American Indians.
Fair Housing & Disabilities Brochure - Information specific to people with disabilities. This brochure was developed by the Community Housing Resource Board (in Spanish).
Guide to Community Resources - Information on affordable and fair housing resources. This brochure was developed by the Community Housing Resource Board (in Spanish).
Self-Help Law Center Resources List - Information available at the Self-Help Law Center, 3021 3rd Avenue North, Billings, Montana.

Fair Housing Articles

A series of articles have been developed by Montana Fair Housing in partnership with the City of Billings to promote fair housing education:

Reasonable Accommodation - A housing provider cannot refuse to grant a reasonable accommodation to a person with disabilities if such accommodation is necessary to afford the person the opportunity to use and enjoy a dwelling.
Sex Discrimination - An applicant for housing cannot be denied because he / she is male or female.
Familial Status - Housing providers cannot make a rental decision about a household due to the presence of children.

Fair Housing Initiatives Program - Grant Awards

In 2006, 2007, 2008, and 2011, the City's Community Development Division was awarded Fair Housing Initiatives Program grants from HUD for Fair Housing Education and Outreach. The grants supported a comprehensive and consolidated effort to further fair housing education and outreach for the greater Billings area.The awards support the City's multi-pronged approach to fair housing education and outreach while enhancing the efforts of existing service groups in our community.

The work that provided the basis for some of the above publications was supported by funding under a grant with the U.S. Department of Housing and Urban Development. The substance and findings of the work are dedicated to the public.
