The Housing Rehabilitation Loan program has been discontinued due to very limited contractor / workforce availability, the extraordinarily high cost of building materials and supply challenges during the pandemic, and staff time commitments and expenditure deadlines for federal coronavirus funding.

The City of Billings-Community Development Division maintained a list of contractors which is provided to homeowners procuring contractor services on their home repair project. Minority and women-owned firms and Section 3 businesses were encouraged to apply. Get more information.
