	NO City Council Work Session on 05/03/2021	There will be NO City Council Work Session on Monday, May 3rd. Traditionally during the month of May all Work Sessions have been focused on Budget presentations only. 	Safe Routes to School	The Billings Metropolitan Planning Organization (MPO) is conducting a Safe Routes to School Study to identify ways to improve walking and biking conditions for elementary school students in Billings. We need your input to learn about what you (or your kids) would need to walk or bike to school more.

	WATER USE RESTRICTIONS	07/23/2021 MANDATORY STAGE 1 WATER RESTRICTIONS START AUGUST 2 Billings, Mont. – In response to record temperatures and high water demands, the City of Billings has established water use restrictions as allowed by the Billings Municipal Code and the City’s Rules and Regulations for Water and Sewer Service. The restrictions include mandatory lawn watering restrictions for properties that use the City’s treated water. The City-wide restrictions are effective August 2, 2021, and will remain in effect until September 15, 2021. The City is monitoring water use and restrictions are subject to change as circumstances progress. STAGE 1 WATER RESTRICTIONS: No Lawn Watering on Mondays (12:00 am to 11:59 pm) for All Residential, Business, or Government Properties, including Parks within the City limits whether served by the City of Billings or Heights Water District. Exceptions: All properties and parks that are served by a well or irrigation ditch for lawn watering are not subject to the Monday restriction. While area drought conditions are of concern, the primary reasons for the Stage 1 restrictions are to address equipment capacity, overheating issues, and to allow water tanks to fully fill. The demand for water has been extremely high since the beginning of June necessitating the use of all treatment processes and equipment. Generally, this level of demand is only seen for a couple of weeks in August. This sustained operation at these demands and high ambient temperatures puts equipment at risk of failure. Additionally, low river conditions increase moss and debris scour which can clog treatment processes. To avoid equipment failure, demands need to be reduced to allow for maintenance. Also, with the sustained high demand, the reservoirs cannot be filled each day which results in lowered water pressure and less water available for fire protection. Please do not over-water on Tuesdays to make up for the Monday restriction. Should Stage 1 measures be effective, further restrictions in Stage 2 or Stage 3 can be averted. These restrictions could include alternate day lawn watering, time of day prohibitions of lawn watering, or ban on lawn watering. We understand the inconvenience for residents. Please recognize the necessity of these restrictions to ensure that we can deliver water throughout this long, dry summer.
