Do I need a building permit to put new siding, renovate, or put a new roof on my house or building?
Yes, prior to construction. The home owner is responsible for getting the building permit or making sure the contractor gets the building permit or the construction may be stopped until the permit is obtained. Note there are higher fees for starting construction before obtaining the building permit.
