What is the Transportation Alternatives Program and what types of projects are eligible?

The Transportation Alternatives Program (TA) is a set-aside program from the Surface Transportation Block Grant (STBG) program. Eligible uses include a variety of pedestrian and bicycle facilities, recreational trails, safe routes to school projects and other community improvement projects. When will the application open and when are applications due?

Applications will open January 10 and are due April 9, 2025 at 5 PM.


Are there geographic requirements for the projects?

Yes. This application only covers projects in the Billings Urbanized Area (see map). For all other areas in Montana, please see the Montana Department of Transportation TA website at https://www.mdt.mt.gov/mdt/ta-application.aspx.


What entities are eligible for TA grants?

  • Local governments
  • Regional transportation authorities
  • Transit agencies
  • Natural resource or public land agencies
  • School districts, local education agencies, or schools
  • Tribal governments
  • A metropolitan planning organization (MPO) that serves an urbanized area with a population of 200,000 or
  • fewer
  • Nonprofits, however, MDT requires that a nonprofit entity partner with another eligible entity, such as a local government. The Project Sponsor in the application must be the eligible entity that the nonprofit partners with.
