CDBG-CV Fast-Track Public Services

In December 2021, the Community Development Board and the Billings City Council approved a recommendation to facilitate a CDBG-CV fast-track application process for public service activities to exclusively prevent, prepare for, and respond to the coronavirus. Eligible services include emergency rent, mortgage, and/or utility assistance; mental health; healthcare; food assistance; adult education, job coaching, employment assistance; childcare and/or tutoring; non-congregant shelter; Wi-Fi to access social services; vaccination activities; etc. 

The City Council approved a total allocation of $150,000 to be granted on a first-come, first-served basis. Grant awards per organization were set between $10,000 to $15,000 per award. 

FAST-TRACK PROCESS:

Applications were reviewed by Community Development staff for funding recommendation, and forwarded to the City Administrator for a final decision on funding award.  

Applications Awarded to Date

Ten Fast-Track Public Services applications have been received to date. The following applications have so far been approved:

  • Alternatives, Inc. - Access to case management and social services through information technology development for low-income residents of Billings impacted by the coronavirus pandemic - $15,000
  • Chinook Horses - Mental health equestrian therapy for low-income residents of Billings impacted by the coronavirus pandemic - $15,000
  • Head Start Explorers Academy - Information technology software and support to facilitate distance learning for children in Billings impacted by the coronavirus pandemic - $15,000
  • Education Foundation for Billings Public Schools -  Childhood literacy programming and backpack meals for children in Billings impacted by the coronavirus pandemic - $12,000
  • Family Promise of Yellowstone Valley - Emergency diaper assistance for families experiencing homelessness and impacted by the pandemic - $15,000
  • Gratitude in Action - Emergency Rent, Mortgage, and/or Utility Assistance low-income residents of Billings impacted by the coronavirus pandemic - $10,000
